I simmed your game using a combination of CVData and CVCX: I set up the parameters (full Early Surrender, S17, Sp2, DAS, and ENHC) in CVData (using the ES indexes posted elsewhere in this thread by David Spence), then called CVCX from CVData to generate the results for 75% pen with 4 total players.
One caveat: CVData does NOT permit the player to surrender any hand less than 12, so it does not fully implement ES. Thus, your actual results should be ever so slightly better than these.
Using your simple bet spread (1 unit at neg. TC's, 4 units at 0 & +1, and 8 units at +2 & up), I find an advantage of 0.889%, and a SCORE of 48.12.
On the other hand, CVCX suggests that this "optimum" spread (with bets rounded to the nearest unit) will be better: 1 unit at 0 & below, 3 units at +1, 5 units at +2, 7 units at +3, and 8 units at +4 & up. This spread gives you an edge of 1.288%, and a SCORE of 69.42: a dramatic improvement!

Just out of curiosity, what playing strategy did you use (Basic Hi-Lo, Complete Hi-Lo, etc.) for indexes other than the those for ES against 10 and ace?
The results above are quite a bit lower than what I got using Complete Hi-Lo and the same conditions and spread.

I count the cards since 1999: I use The Halves of Wong but for my friend it isn't easy.
The Hilo isn't easy too, so I think that RED SEVEN is the best:

That's a tough question to answer without additional information: by what criteria do you judge a spread to be the "best"?
If you ask, "What spread will produce the highest EV for a play-all situation?", then the answer is "The highest spread you can achieve: table min to table max... or even better, 1x(min) to 2x(max)." I have played this way, but not at casinos that I planned to play repeatedly.
On the other hand, if you ask, "What spread will produce the highest EV consistent with being allowed to play unmolested?", then the answer depends on numerous factors, most of which are unknown to you a priori: what will the casino tolerate in terms of spread, cumulative win, etc. Unfortunately, we often find the answers to these questions by surpassing the casino's tolerance ;-)

Would you agree to qualify this by saying: "The highest spread you can achieve "while maintaining an acceptable risk for an individual and his bankroll"?
(You were probably making that assumption anyway.)
