Myooligan: One case where fractional index numbers might be valuable
would be in determining ones bet schedule. . . surely the most frequent decisions in the game. I fer one wouldn't want to wait around to a TC of 3 to raise my bet when I could profitably do so at 2.4.

This is a big problem concerning comparing unbalanced counts with balanced ones. The former, theoretically could get to change a bet every single RC, if you wanted. The latter have to wait for an entire TC to do so, and that puts them at a disadvantage.
So, you are entirely correct. But, this has nothing to do with "knowing" fractional indices for play departures, which is totally and utterly useless.
