If the count warrants it, is it better to treat these hands as 16 v T and 16 v 9 respectively, or split the 8s?

For the ten, the split is a reverse. You do so if the count is BELOW a certain index. That can vary between +4 and +8, depending on the count and whether or not DAS is permitted.
For the 9, the same is true, but the index is so high (+17) that, for all intents and purposes, just split and don't give it a second thought.
