you say "Dealer will have 2 cards i.e. Not ENHC"
does that mean that you will not lose doubles and splits against a dealer blackjack? Probably won't make any difference to expectation as the doubling and splitting are pretty infrequent (compared to regular BJ) but it might help a little for more advanced play.

Yes , you are correct, normal Hole Card rules apply so you won't lose doubles and splits to a dealer Blackjack because the dealer will check first.
On the downside, you can 'Switch' to make a 'Blackjack' in the Internet version but you will not be able to do this at The 4 Queens as there is no 'Switching' before the dealer checks for 'Blackjack'.

I notice that when I "split" pairs, the game deals out a card to both split cards, instead of playing out one hand at a time. Is that the way the game works, or is it a flaw?

I presume that you are referring to the Internet version ?
It follows from the procedure that is used in UK casinos which is to deal a card to both of the split hands rather than dealing with one after the other.
If you were to play the game in a land-based casino then you would find that most of them adapt the procedure of dealing with each split card individually before moving onto the next.
