    Why is the software missing TC bins for several rows?

    Because certain TCs, like +3 and +7, can't be obtained in SD (see the BJA3 Chapter 10 charts, as well), if TC is reckoned by quarter-deck and there is one other person at the table.

    Not sure if this is what you're referring to, but, if so, see BJA3, p. 200, for an explanation.

    Ok, that answers the question. But there is another problem I just discovered. If you set the number of rounds, and then alter the bet spread then all the TC bins go empty except for 0.
