How could the BC be 1.00, not .99?

It's rounded, and the original value is at least 0.995.

The UstonSS manual claims that Arnold calced UstonSS with a BC of .9954 with an 'improved formula' for the only counting system rounding to 1.00. But, the manual also shows the original BC formula resulting in .994; the same as CV gives and bjmath shows.
