Click and hold somewhere on the bar where there is no icon and drag it down to the bottom of the screen.

Loco: This should work
Point to the task bar.
Hold down the left mouse button.
Drag the task bar to the new position. At this point you should see an outline on the screen indicating the new position.
Release the mouse button.

You can go towww.panicware.com and download a free version of PoP-Up Stopper.

The program I have starts with a bunch already that it kills automatically. If one slips thru then you do have to add it by hitting control A.
