It appears that you might be discussing doubling down on a natural, which would be ridiculous. But, if the question is, instead, doubling on A,T, after splitting aces, then, of course, you don't receive 3 to 2 for the 21, and there are indices for doubling, although I certainly wouldn't recommend it.
Maybe someone can explain where the original question went.
