HiLo, KO, RPC - which is better all-round for multi deck games? Also, is KO included in the CV software( I haven't found it yet)? And regarding Ill 18, why is surrender not included when holding 16?

Yes.

There are separate plays (The "Fab 4") for surrender, but the surrenders for 16 are not part of the group, because they are plays you can make all the time, without worrying about the indices. On the other hand, knowing the indices for the three surrenders for 15 and for 14 v. 10 is more important for extra gain.

It is there, but it is called the "OK" system and the index matrix is slightly different from that in the KO book.
Those pesky licensing restrictions again. :-P
It is quite simple to tweak the index tables if you want to run KO Preferred exactly as described in the book.
Then again, you may prefer the ones in Casino Verite. They don't give up any EV to KO Preferred, and they are even simpler to learn.

Can I use RPC count with the Ill 18 and Fab 4 as in BJA? Or, since RPC is based on 1/2 deck division do I need to double their indices?

With respect to Mr Schlesinger's answer below, RPC should perform better as it takes more effort in to get a better result out. If you have the mental acuity to handle a level two system, why even consider the three in the same group?
If you do have the skill to handle a level two system, with some trepidation I'd say generally that true counted KO, with an ace side count would out perform RPC in 6D shoes games.

It could be, but it takes a bit of work.
KO is the second most popular counting system, behind Hi-lo. It is also a favorite of beginners. As a result, Norm undoubtedly had many, many requests that KO (or a reasonable facsimile) be included in the pre-packaged systems.
While RPC is certainly a solid count, there is not nearly the same level of interest as with KO. Furthermore, someone interested in RPC (or any multi-level count) is more likely to be an experienced counter (and user of CV) who is not intimidated by the prospect of setting up a custom system.
Besides, setting up a custom counting system in CV isn't really any big deal. Norm has made it quite easy. Once you have the tags and indices handy, it takes all of about 15 minutes, a half hour max if you want to use a lot of indices.

You don't double the indices, because the tag values for each rank are, more or less, double those of Hi-Lo. So, on average, the RC of the RPC is close to double that of Hi-Lo, and when you divide by half decks, the TC becomes similar to that of Hi-Lo.
That said, the I18 and Fab4 for the RPC will not be exactly the same as those for Hi-Lo, as given in BJA3. There will be a few differences, but none by more than 1.
