    How do you tactifully go about finding the rule set at a casino at a given time, without giving the impression that you are an advantage player?

    Just ask. People do it all the time - merely wanting to know the rules does not indicate that you are an advantage player.

    Of course, I'd avoid questions regarding penetration or when surveillance changes shifts. :-)

    Some rules are obvious - whether the dealer stands or hits soft 17 is printed right on the felt. You can also learn a lot simply by watching others play.

    Alternatively, just jump in and play. When you split 8's and draw a 3, push another bet out. When you get a 16 vs 10, toss it down and say "surrender!" If doubling after split or surrender is not allowed, they will tell you.
