I noticed on a popular software program the KO basic strategy default indicates to stand on a 3 card 16 vs A 10. Now I know that this is the correct strategy to follow after the key count, but is this the correct strategy to follow before the key count?

If, after drawing the third card and including it in your running count, you are still below the key count, the correct strategy would be to hit. If you are at or above the key count, stand.
