Parker: Hole carding
It is a form of advantage play that consists of finding a sloppy dealer who exposes his/her hole card when tucking it under the upcard.
Obviously, this information is very useful to the advantage player, and provides a considerable edge.
Courts have ruled that hole-carding is not cheating, provided no device (such as a small mirror) is used, and provided that the hole card is visible to the player at the table.

Guy from casino in question says they catch 200 cheaters a year....I'll bet that more than half of that number are simply skilled blackjack players getting backed off.

Hole Carding is not illegal in Nevada. It is undecided in many other jursidictions. I'd hate to be the first case on the grounds of an Oregon tribal casino.

That last part makes a distinction between the player who manages to see his own dealer's hole-card and the member of a team who positions himself elsewhere in the casino (usually behind and to the left of the dealer) in order to view a dealer's hole-card as it's placed on the table. The "spook" then conveys the hole-card info via signals to a teammate seated at that table. The technique is called "spooking".
Parker is making the point that simple hole-carding is legal, while spooking is not.
