    Face-card rules in Vegas.

While I am studying card counting, (mainly multi-parameter for Ace side count), I noticed that i have to deduct by -4 for each deficit of Ace. (meaning having a surplus of Ace is -4 detrimental to doubling)
Is this being considered when the dealer checks blackjack after every playing are finished?
Otherwise, I cannot find any reason why having a surplus of Ace discourages doubling with hard 10.

Or I might read reverse. I think I am 99% sure I read the index vice versa, but I want to be sure.

Nevermind I was confused. When its -, its encouraging the play. However, I want to clarify this. In Vegas, when dealer has a facecard, does he/she checks whether he/she has a blackjack before the play?

Also, I JUST REALIZED THAT 10, 11 were for double / hit decision and 12~17 was hit/ stand decision. that was why.
