The location is less than ideal, being a block away from the Fremont Street Experience. However, that block is well-lit and usually busy, even late at night. This is even more true with the recent opening of Neonopolis. Safety in getting to/from Fremont street should not be a concern.
The rooms are larger than average for downtown, and most are equipped with refrigerators. Furnishings are typical "cheap hotel" and they are showing some wear. Still, housekeeping is good and the rooms are generally clean and comfortable, as long as you are not expecting anything fancy.
Isle of Capri (the company that owns the Lady Luck) has the property up for sale. Normally, this would have a negative effect on employee morale. However, casinos change ownership all the time in Las Vegas and many of the locals are pholosophical about it, so I would not be too concerned about this.
The restaurants are unexceptional. I posted some disparaging remarks concerning their buffet on another message board and subsequently received a concerned e-mail from Sam Pollock, who is the Director of Hospitality there, so it would appear that they are at least making an effort to approve things. If you end up staying there, I'd be curious to know your opinion of the buffet, should you happen to try it.
As for the blackjack, they have a good single deck game, typical downtown double deck, and a very sweaty pit. Be careful and keep your sessions short, expecially on the single deck game.

Since I tend to sleep at odd hours, the LL suits me well, as I can get my beauty rest undisturbed by the noise. Overall it's pretty quiet.
