Generally speaking, gambling is illegal in the Middle East. Some hotels that have mostly American and European clients have had casinos for hotel residents (many in the oil industry). Not unlike some islands that don't allow their own citizens to play. Some of these casinos have had very good rules.

Saudi Arabia had a few. I don't know if they're still open. Burj al Arab in Dubai has a casino, even though casinos are illegal in Dubai. I think they get away with it as it is built on a manmade island. It's common in the Caribbean to not allow their citizens in the casinos. They are there to make money off the tourists -- not to addict the residents. The rules vary all over the world. And, even within some countries.
