I notice that CV Games & Drills throws an error when my iPad isn't connected to the internet. I assume it's checking for updates. Is there a way to use these while disconnected?
Never seen it do that. It checks for a connection and doesn't check if none. What's the error? What is the release number on the home pages?
Did you Add to Home? That would occur if you didn't.

Apple keeps changing exactly how you do this; but it's always something like this:
Start the app via the link. Tap on the plus (+) sign at the bottom of the screen and choose "Add to Home Screen". You may need to scroll around to find it. This will install the app as a Home screen icon and you can start the app using the icon without Internet connection.
