This is a fake rule, never existed historically in decades or centuries past.
We all know it's a SCAM rip-off, with allusions to the safe bet at the craps table, so let's take action, tell our friends, tell the press, and BOYCOTT these sideshow charlatans.
State laws should ban such an extent of corruption of a classically publicly known game, and bar the casino for fake advertisement. This game is not blackjack if it doesn't pay 3:2.

Some of the places by me have been aggressively sneaking in these 6:5 tables. What is even more depressing is that these tables are packed at peak hours.
Even though it would be a mortal sin to give action on these tables, out of stubbornness, I would really like to find a way to attack one of these games.
Since the casino has extra protection by only paying 6:5, I wonder if surveillance pays little attention to the action on these tables? (probably wishful thinking).
Not sure how long you could get away with it, but does anyone think you can overcome the reduced BJ payoff by just wonging in on high counts and just basically flat betting your max bet?
With the house edge in a 6:5 game being almost 2.0% you would have to wait for a Hi-Lo True Count of about 5 to wong in with even a slight edge. Given that TC>=5 occurs less than 5% of the time in a 6d, h17,das, 1.0 deck cut off game, you’d be back counting a long time before jumping in, and then Wong out pretty soon thereafter. I suppose you could use some team play with a spotter, but Wongjng solo to attack a 6:5 game doesn’t seem practical or worth it. Some advanced AP methods though would work.
