    Blackjack game with some very unsual rules -- Dealer stands on 16

    The game I'm about to describe obviously does not exist in any casino, it's just a chat room game for fun.
    I was wondering what the basic strategy would be for the following unusual rules:

    - Dealer stands on hard 16, and hits soft 20 (so an Ace is basically treated as a 1, unless it makes 21)
    - Dealer does not take a hole card, dealer blackjack just counts as 21
    - All player wins pay 1.1:1, including blackjack
    - No splits
    - You can double any first 2 cards

    I'm assuming there's some pretty significant changes to the strategy, especially against 6 since 16 is now a pat hand.
