Proof that you just make things up as you go along. Both of these can not be true, and neither can be based on any extensive sampling of casinos in the USA, which is what was asked.
There is no rule against being wrong here, but there should be one against deliberately making things up.
I've not done an analysis of it, but my impression from experience is it tends to be in geographical clusters, where competitive advantage may be at play -- if casino A offers and casinos B and C in the same market start losing business to casino A, casinos B and C may start offering as well to lure back business.
Or if casino A stops offering it, others may follow suit - unfortunately.
I wouldn't think of competing with CBJN. However, it might be interesting to do some reverse advertising. That is, a list of casinos that we think have horrible rules. Much like the Burn Joints page in the old Blackjack Forum Magazine.

In one statement you said that there is only one casino with RSA. In the other you said that 5% of casinos have it. Both are true only if there are only 20 casinos in the USA. Playing "dozens" of casinos does not qualify you to make any estimate of anything with respect to conditions in the USA.
