CVCX Positive TC frequency below expected

I tried to make my own sim and playing strategy from scratch.

I'm having a small issue with my sim that I cannot figure out. I'm doing a standard HiLo sim but basing it on the indexes I currently use and the rules I play at my local casino.

My TC at +3, +4, +5 etc in my custom sim is quite lower in my custom sim than it is if I were to just use "94 Basic High-Low" as my strategy.

Using TC+4 to compare, the "94 Basic High-Low" gives me a TC+4 frequency of 2.44% but my own configuration gives TC+4 frequency of 0.46%.

I have spent a while trying to find the setting(s) that may be different between the two sims, but I cannot find anything. Attached is my sim export.

In the playing strategy counts tab, change the TC divisor to full decks.
