Today or EVER? If the latter, we've already been over this once. A.C. on the day it opened its doors in 1978, for several years. If today, and there is such a place, don't expect anyone here to tell you about it!!

I've only encountered it in a tournament. This was 15 years ago.

Sure, I early surrendered a stiff vs an ace maybe six or eight months ago in North America. It was an ES10 game and the ploppy beside me was incensed that I pulled off such an impossible play. "I thought you weren't allowed to surrender against an ace" he huffed "but what do I know?"

Early Surrender against any dealer upcard is allowed in the Fun 21 version of BJ found on most Carnival Corporation cruise ships. Of course, Fun 21 is similar to Spanish 21, and is discussed elsewhere on these boards.

And it goes without saying that the cruise ship casinos may be the last casinos to reopen. If they ever reopen.
