    Yes, if you come from the north you don't have to enter Missouri at all. It also appears you can approach from the west. No need to go on the toll road.

    By the way, the Montego Bay casino in Wendover also has its parking lot in Utah and the casino in Nevada. There is a line going across the highway showing the boundaries of the two states.
