I think of it as deviation from basic strategy.

So you usually split 8,8 vs 10. So at +6 you actually DONT split.

    Few people use this index.

Don't know if you are aware of it but you're looking at a SPLIT WITH NO DAS table. If this is what you're looking for, fine. Otherwise, if you're playing a game with DAS, you have the wrong table.

May have something to do with the fact that the play presents itself once every 37,411 hands!!

So, for many players, not even once a year. And, if you're just at the +6 index, it doesn't matter what you do, in any event.

And, as G Man points out, the chart is for NDAS. For DAS, where the index is +8, it becomes all the rarer still (once very 123,000 hands!). And yet, I can tell you that I have made this play! Guess that's because I've played a few more hands than that in my life!

Finally, just a general math observation for everyone to understand and apply to other concepts as well. 123,000 is the mean, but it isn't the median. So, while, on average, you will see the situation once every 123,000 hands, the over/under for seeing it (the median) is 84,870, which, of course, isn't much better!
