This article doesn't really provide any meaningful insight and is a non sequitur for card counters especially. House edge is meaningless when it doesn't indicate whether or not these games are CSMs, which have been spreading all across Vegas. More importantly, we're missing other meaningful game data like penetration and actual game rules.

In my experience, your best low limit tables will be found in El Cortez, followed by other games offered along Freemont street. On the strip, TI is your next stop. Finally, anything in high limit rooms. Sadly, both El Cortez and TI have very low tolerances for spreading. And high limit rooms are also heavily scrutinized. Not I'm saying Vegas is a bad place to play, but rather isn't necessarily the place you should have in mind when making a trip specifically for Blackjack. You will be surprised to see the number of casinos closer to your home that offer both better rules and tolerate your play much longer.
