I didn't say the house rules would affect the TC, I said the house rules would affect the fraction of shoes that reach a betting TC of +2 in the first four decks. In particular, house rules that reduce the number of cards played per round (e.g. S17 rather than H17, Surrender, No RSA, etc.) will lead to a higher fraction of +2 shoes, simply because the number of rounds per shoe will increase.

Even more importantly, fewer players will also increase the fraction of shoes that reach a betting TC of +2. As a simple illustration, consider a hypothetical table with 80 betting spots: here, except for a dealer BJ, you'll almost never see a second round in a shoe, so the +2 fraction will be miniscule. Increase the number of spots to 110, and you'll never see a second round to the shoe, much less a +2 round.
