    True count vs Running count

When should a person start to use a TC, when the count turns +2.

Always use a TC if you are using a balanced count like hilo. If the RC is 0, the TC is 0. If it is anything other than 0, divide by the number of decks remaining to figure out how much to bet and how to play the hand.

If you are keeping a running count, as Bubbles says, you keep in mind the TC. You normally don't do much before TC plus or minus 2 but some start acting (either reduce or increase bet) bet earlier and of course your playing decisions can change as soon as TC moves from Zero. For example, I hit 16 vs 10 in negative RC and stay at positive RC.
