How to beat this BJ game with special rules . . . . .

    BJ rules :-

    1) 6 deck, cards will be shuffled after 104+- cards were dealt.
    2) S17, DAS, DOA, NO PEEK, NO SURRENDER.
    3) Split to max two hands for ALL pairs. One card for split A-A.
    4) 2 cards 21 points(split A-A and hit a T !) win 1 unit automatically(before dealer see her hole card).
    5) BJ automatically win 1.5 unit(before dealer see her hole card).

House edge is 0.196%(please help to verify).

I am thinking to beat it with card counting, please advise on bet spread . . . .

They are only dealing 2 decks out of 6. That isn't worth playing. The TC frequencies will be crowded around TC 0. You won't see a decent TC. Once you get a halfway decent advantage they will be shuffling the cards.

Is it possible to lower house edge to 0% ? I can get comp(free accommodation and F&B) and thinking to negotiate for rebate.

If you bet $1 almost all of the time and you bet $1,000
on the rare occasion that you have a minuscule advantage
you may profit a few dollars a year, but the volatility of the
    game will torture you.

    James989,

On splits and double downs, do you lose all to a Dealer BJ (so ENHC)?

I think the real question is, given this rule set, and assuming it is ENHC, should you split AA v A ?
