I've recently begun practicing counting at home, doing a variety of drills to increase speed and recognition of the count, and am practicing with the ReKO count. The counting practice is going quite well. I am finding myself a little confused by the indexes, however, and was hoping someone could share some light on them for me. The site says, in part:

What I don't fully understand is: on 16vT, basic strategy says to surrender. What do I do differently once the count is +2 on a 16vT? If the count is +2 isn't there even more of a reason to surrender a 16vT?
Or say take the index for 12v4. Basic Strategy says to stand on 12v4. When the count hits +2, shouldn't there be even more of a reason to stand at +2?
I am sure the explanation is a simple one, but it is eluding me currently. Thanks in advance!
