    Double Deck...Split 4s ?

One of the best games nearest my residence is Double Deck, H17, DAS, doubling allowed on 9,10, and 11 only.... and no soft doubling at any time. That raises my question...do you split 4s versus dealers 5 and 6 in this game? I’m using hi-lo or KO, but this is really a basic strategy question.
