Does dealer draw to 17 if there is only one player and after player surrender?

Suppose you have only one player at a black jack table. That player surrenders half his bet because he has a 15 hand total against the dealers face card of a 10. After surrender the dealer flips his her second card and a total of 14 is displayed. Does the dealer continue to deal cards to him/herself until a total of 17 or more is reached for the dealer? Yes or NO ?

I suspect that the answer is NO. Right?

The same would hold true for a situation where the single player bust his/her hand against the dealers total of 15. Since the player busted it is not required for the dealer to continue to draw to a total of 17 or more.

If the game is played without a hole card, and it is late surrender, then the dealer would draw to the ten to see if they got blackjack in order to nix the surrender.

Another exception is for buster side bets. If a buster side bet is on the table and everyone busts, the dealer will draw cards normally to complete the buster side bet.
