How can the Massachusetts Gaming Commission remain a neutral independent body?

On the Massachusetts Gaming Commission website, there is a hidden logo behind their emblem with the following words:

"The mission of the Massachusetts Gaming Commission is to create a fair, transparent and participatory process for implementing the expanded gaming law."

In the regulations section, the last one listed titled:

"205 CMR: MASSACHUSETTS GAMING COMMISSION 205 CMR 152.00:

INDIVIDUALS EXCLUDED FROM A GAMING ESTABLISHMENT"

Without listing everything in the section, I wanted to touch on the following part:

    "152.03: Criteria for Exclusion"

"(e) there exists the potential of injurious threat to the interests of the commonwealth if the individual is permitted in a gaming establishment."

"(2) In determining whether there exists the potential of injurious threat to the interests of the commonwealth if an individual is permitted in a gaming establishment in accordance with 205 CMR 152.03(1)(e), the commission may consider the following: (a) Whether the individual is a known cheat;"

In flashing lights, "In determining whether there exists the potential of injurious threat to the interests of the commonwealth" that above quote is saying a real lot. The state is getting plenty of jobs, license fees, large annual disbursements of money to many surrounding cities and towns etc. I do not need to spell it out, as it is all self explanatory.

Now I would like to add, in the section of the gaming regulations on what the game rules options available for blackjack will be used by the two casinos. Besides the fair rules listed, the regulation also includes every conceivable rule this board would not want to see. I have not checked the other games out, but I do realize the MGC, representing the Commonwealth Of Mass has a HUGE self interest. I am sure this applies to other states with their own self interest. Anyone with an opinion?

Nothing new here. Nevada Gaming Commission is a enforcement arm of the casinos that operates as a "independent" organization. Bullshit. All the gaming commission are highly dependent on gaming profits and subsequent taxes. It is like the SEC running a mutual fund.

Ask Bob Nersesian, gaming attorney about this concept.
Luck is nothing more than probability taken personally!

I find the Provincial gaming commission to be about as useful as tits on a bull.

It's possible that a few might be on the other side of the country, but otherwise no. Provincial governments control gaming through their individual gaming, or liquor and gaming commissions.

Mass. acts like big brother in all aspects of legalized gambling. The one slot parlor opened under the Commission is smoke free, no free liquor. Problem gambling signs everywhere. Program to self limit amount wagered. It has taken for even for MGM and Wynn to build. MGM delayed a year opening Sept. 18 and Wynn in 19. Third license still not awarded. MA also takes huge tax cut. They never wanted legalized gambling and have acted almost as obstructionists.

Casinos in Quebec and Winnipeg are government owned (6 in total). Ontario used to have a bunch of government casinos but they have now been privatized. Casino Regina and Moosejaw are both owned by Saskatchewan Gaming. AFAIK the rest are privately owned or owned and operated by Indian bands.
