What difference would it make if a CBJN reporter works for a casino or not? The important thing is if the information is accurate or not. There is no way Al Rogers or anyone else would know if you work for a casino unless you tell them. You certainly don't have to be an advantage player to report for CBJN.
I have been reporting for CBJN since 2001. At one time most of the reports in CBJN for the upper Midwest were mine, but that is no longer the case. I always took pride in reporting accurate information and have already received complements on my good and accurate reporting from other players. I would estimate over the years I have reported on over 20 different casinos at one time or another, mostly in the upper Midwest.
As far as reporting goes, the rules are the rules. There is no room for fudging on the rules. However, pen is subjective and can vary from dealer to dealer. Do you report the best pen, the average pen, the worst pen, or the pen that you are most likely to find. This is pretty much left up to the reporter, and expect exceptional pen to maybe fudged a little.
Back in 2003 on one of my blackjack trips, I found this one store which was giving unbelievable pen. It was an S17 DD game. I remember after the dealer finished one pack she commented "wow, that was close I only have one card left." I probably would make that pen call as .3 decks remaining, but I reported the pen as .4 back then. Over the years the pen might have gotten a little worse. The last time I reported on this store was in 2013 and I reported .5 pen then. I probably fudged a little again, but no question it was still very good pen. Well, I haven't been back since 2013 since they kicked me out, or I should say flat betted me but as far as I'm concerned its the same thing. My report on this store is no longer in CBJN. Someone else has reported on it. It is still a S17 game with same rules, but I see the pen is now .6 decks remaining. Its very possible there is a little fudging going on here but you have to look beyond this.

I too have been a CBJN reporter for hardly longer than you have.
For pen' I look at at least two shifts and at least 4 dealers at minimum.
I use the median penetration level that I see. As MWP pointed out, that
the figure varies greatly. Even where the shoes have slots on the side for
the dealer, those may be adhered to or not. IMHO, the veteran dealers are
more likely to ignore the cutoff slots and give better penetration. The worst
tend to be 'break-in' dealers, Asian dealers, and female dealers. YMMV.
Also for entertainment, was the good old Las Vegas Club. $5 blackjack with real skimpily dressed dealers. Not only did I make a few dollars, the girls on the other side of the pit would just start shaking their tushes at you. I should have paud them.
The place attracted a geriatric crowd, believe it or not. I suggested to the critter, that I should go up to the runway, and replace the girl shaking her tush. She told me to go for it. I considered grinding my hips for the old ladies, hustling tips they could put in my belt, screaming at me to take it off, posing for them also. Oh well, I lost my nerve.
