Not saying it couldn't happen north of the 49th, but it would be so much harder for it to happen. Mind you, we don't have the NRA. Further, our gun laws are a lot tougher.
If someone is going to use a gun to break laws, why would you think a law would stop the person from getting a gun? Are you saying nobody North of the 49th is in the business of black market gun sales. If crazy people bent on doing mass destruction can't get a gun they can use any number of easily attained items to make bombs or drive their car through a crowd at high speed or incinerate a building full of people or chemical or biological attacks. The limit of what can be done without a gun is your imagination. I bet it is less likely to happen because there are less nuts up there or at least they are more isolated.
As for what they say his motive is, history tells us after one of these events the media will rush out all kinds of things that prove to be untrue. Every media outlet will blame those that they routinely demonize. They will not waste this opportunity to further their agenda. That will span the spectrum because the media outlets each have their own agenda and those that they demonize. Then weeks later when the investigators do decide on what to release to the press "as the reason" you don't know if that is just the investigator's spin or if it is the results of a thorough investigation. Sometimes even a thorough investigation will not figure out the perps motive. That won't stop everyone from saying whatever they will to further their particular agenda.
Just be careful believing anything that comes out, especially whatever comes out quickly.

Violent crime, including murder and armed robbery, are at demonsteably far lower rates in Canada than they are in the US. Despite that fact, we are not immune. Edmonton, Alberta just had a terror attack a couple of days ago. It did attract CNN reporting. The perp was a lone wolf, who ran over a cop, attempted to stab him to death, escaped, retrieved another vehicle and did his best to mow down pedestrians. He used vehicles and knives as weapons.
The cops would have done everyone a favour by killing him. They captured him alive, and unfortunately, he will be afforded more rights than John Q Citizen.
However, the fact remains, that if you really really want a gun in Canada, you can get one. However, it is also true that gun ownership in this country falls significantly below US levels, and that suits me just fine.
Such premeditation ie. sneaking 10 long guns into the room over the course of three days, using full auto weaponry, perching atop the 32nd floor, targeting an annual concert series, he didn't "snap" but he did plan like hell IMHO
