Terrible rule, how bad? Dealer blackjack beats player blackjack, cannot take even mon

Asking for a friend in another part of the world.

I'm not seeing an edge calculation in any searches through my library of books or online, nor is it mentioned in norms rule variations/ edge calculator.

What's the house edge on a rule like this?

Dealer blackjack beats player blackjack, cannot take even money against dealer ace, cannot buy insurance.

According to Wong, dealer ties beat player= is a house edge of 8.8 %
Now, he also says dealer ties, minus 21vs 21 is a house edge of 7.0.
So deducing this, house edge for only a 21vs 21 is 1.8%.

But this is just 21vs 21, and not necessarily a natural vs a natural. And the fact that loss of ability to take insurance or even money is further house %.

In a 6-deck game, the dealer and player tie with a natural 0.2167% of the time (once every 461 hands). So, that is the additional house edge. As stated, if not counting, insurance doesn't enter into the discussion.
