Actually, since the payout is 2:1, an even more aggressive hitting strategy would be called for which would increase the improvement even more.
You make a good point. That's probably the issue. If I get bored I may create a strategy in CVData for this and see how the edge and n0 look.

I have but I think it's demo version https://www.qfit.com/index.htm and I don't understand all this settings in CVData.

"That's shocking. How have the counters not burned it out yet?"
Because it's a small country in Balkan and there are a few people in the casino, they don't know play BS, small casino etc...

"What's a "game"? From the above, seems like only 11 rounds of 7 hands each. Do you mean "shoes"?"
    Yes.

"And if you're flat betting, and using BS, what will you do with the RC?"
Minus RC min bet, positive RC $100, $200, $300...but play one or two hands.

I don’t really understand your strategy and there’s much better ways to get a higher edge. A small casino with little action and small limits in the Balkans probably won’t let you win a sizable amount even with perfect cover of flat betting 7x$100. If you count and spread to table max, you might only get $5k from the place. Good luck though

The demo versions of the CV products is just for demonstrating the capabilities of the program. I believe it uses an altered deck so the results are unreliable. Something like all the 5's become 6's or something like that. Norm can tell you exactly what the demo version uses.
