    Basic Strategy Anomaly?

    How come the basic strategy tables for single deck, S17, DOA, DAS, late surrender, European style no peek, recommend you to RS (surrender, or stand if you have more than 2 cards) a 16 vs T but to hit 8,8 vs T? It also recommends you to surrender (RH) 16 vs A but to hit 8,8 vs A. If you don't split a pair of eights, shouldn't you treat 8,8 as a 16 and surrender?

    I believe it has to do with deck composition. ie: Having two 8's means that the chance the dealer will have an 8 is severely lower.
