    Table min. until shuffle

I was at a casino that had a table 50 to 1000. The state max bet is set at $1000. But if you entered mid shoe, you had to bet the table minimum until the shuffle. I was wondering how common this is? Is this a good house policy for them? Are they overdoing it and costing themselves money?

It's a really bad policy since card counters are so much less common than ploppies who are going to suffer a high house edge owing to their sporadic and non scientific play strategies. I guess they got hit hard by a big player team or two and decided to enact this counter measure.
