Basic strategy for single deck H17 no surrender 3-2

Why when you have 9,9 and dealer shows 7 you do not split? But you do split when dealer shows 2,3,4,5,6,8,9.

I am having a hard time making sense of this.

Isn't that the correct BS for any number of decks, both S17 and H17?

I believe so. I just don't understand the logic. I understand that is the correct play but why?

When the dealer has a 7 up she will often have a T down. When this happens, your 18 will win every time.

Logic has nothing to do with it. EV does.

    The EV of standing on 99 v 7 = .401
The EV of splitting = .341

So I should win 60% of the time and lose/push 40%. Does that sound correct?

You cannot derive percentages of wins and losses from EVs. Sometimes you will win or lose one unit, sometimes two, on occasion more. For 99v7, BS, SD, H17, no DAS, you will win about 73% and lose 27% of the time excluding pushes.

Splitting 9s vs 7 yields the highest expected return on that decision. If you do split the 9s, now you have two hands of 9vs7 and that is not the best of it.
