dear don,
i hope you are doing good.
thanks for your answers on my previous posting "ace ten and the bankroll"
this time i got questions on steering 5.
is it right to assume that all players hands have the 24% advantage when you successfully steer 5 as the dealer up card, and when you miss, the only the players hand that gets the 5 has the 19% disadvantage and rest of the players hands have the 0.5% disadvantage?

Depends on number of decks and rules. I think it may be more like 20% for multi-deck.

More or less. The unfortunate player has that 19+% disadvantage plus the off-the-top house edge. The other players have a little less than the off-the-top disadvantage, because that 5 is now out. So, the EOR for, say, six decks is approximately +0.12, which reduces a house edge of 0.40 (s17, das) to about 0.28.
