Is there a publication that lists the odds that the dealer will bust or not based on his up card? Would also like to see same odds for player hands.

That's dependent on more factors (strategy, etc.), which are covered in, you guessed it, Theory of Blackjack.

You might also get some insight from Theory of Gambling & Statistical Logic, but that may be overkill and is more expensive ($39.95 vs. $12.95).
