BJPlayer: Double soft 19 vs. 4

When should I double down on soft nineteen against a 4?
it is ENHC and: If you receive a 2, you have just 11 points, because in middle Europe, often you can only double when you have a nine, ten or eleven.

The normal Hi-Lo index for this play is +3, but the risk-averse index is higher, at +5. If catching a deuce does not give you 21, I can't imagine that you would ever want to double.
