    Although a report on Pennsylvania casinos was aimed at the impact of online gaming, this article suggests that the report advises more "flexibility" in Blackjack rules. That is, screwing up the rules Las Vegas style:

      I hope not, but Casino lobbying will be intense. They really don't need it, considering their advantage in lower taxation compared to nearby areas, but the Gaming Industry will be greedy nonetheless in all likelyhood.
